I think the engine valances are to keep the road spray off the engine, especially the ignition side? I have similar things on my Toyota 4x4, granted you don't 4 wheel in a spit, but the function is

I had the same problem (with the coolant) on my '75 Spit. Changing the radiator cap fixed mine immediately! Apparently there is some mechanism in the cap that allows the fluid to be sucked back into
